Notice on strengthening the application design and management of solar water heating system in new civil buildings

In order to effectively solve the application problems of solar water heating system caused by building shelter, design modeling, vertical installation of collector, etc., according to the relevant provisions of the state, provinces and cities, the matters related to strengthening the design and review of the application of solar water heating system in new civil buildings in our city are hereby notified as follows:

1、 In the planning and design of construction projects, the construction unit shall, together with the design unit, reasonably select the type of solar water heating system, and integrate the design with the building in accordance with the principles of safety, reliability, mature technology and practical coordination. The selected solar water heating system (including energy-saving alternative products) shall meet the requirements of relevant technical standards and product standards of the province.

2、 The design unit shall, in strict accordance with the relevant national and provincial technical standards, specifications, standard atlas and other provisions, seriously study the characteristics of relevant solar water heating systems and product types, take the solar water heating system as an organic part of the building, cooperate with each other by various specialties, conduct integrated design synchronously, and compile a special chapter on solar water heating systems, It should meet the depth requirements of construction drawing design, and should not entrust the second detailed design.

3、 Sunshine analysis report shall be included in the design of solar water heating system, and the installation position of solar collector shall meet the requirement that the continuous effective sunshine hours shall not be less than 4H. If it does not meet the requirements of continuous effective sunshine hours, other renewable energy hot water systems such as air source heat pump, photovoltaic solar energy, ground source heat pump, etc. shall be used. The person in charge of the design project and the person in charge of the discipline shall be responsible for the design (change) documents.

4、 In principle, the wall mounted solar collector should be installed obliquely, and the installation angle should be less than 10 degrees in the local latitude °    Within the scope. If vertical installation is adopted, reliable solar energy technology products must be selected, and the temperature of hot water supply shall not be lower than 45 ℃ under the condition of vertical installation from July to August and without auxiliary heating device ° C, and issued by the construction unit to ensure that the temperature of heating water is not less than 45 ℃ ° C's commitment.

5、 The solar collector must have the connection measures to ensure the safety. When it is installed on the balcony fence or wall, the reinforced concrete supporting plate should be set. The construction drawing design documents should have the installation node details of the collector and the balcony, wall structure and supporting plate. Roof mounted

The collector and water storage tank should be installed on the load-bearing structure of the building, and the load should be fully considered in the structural design.

6、 The construction drawing review organization shall review in strict accordance with the relevant technical standards, specifications (regulations), standard atlas and relevant provisions of the solar water heating system, and put forward special review opinions, especially strengthen the review of heat collector shielding, installation angle, sunshine hours and installation and fixation measures; For construction projects that do not meet the requirements, the construction drawing examination certificate shall not be issued. Those who violate the provisions shall be ordered by the competent administrative department of construction to make corrections, conduct interviews and circulars, and be dealt with in accordance with the law.

7、 For the construction project that does not have the solar thermal utilization conditions or is not suitable for the installation of solar hot water system, the design and drawing review shall be based on the expert evaluation and argumentation opinions issued by the municipal housing and urban rural construction department.
